Re: pin fire blank guns
Since I do not know what is meant by "pin fire" blank gun, I am assuming it is some kind of imitation firearm that does not fire a projectile, instead only makes a "bang" sound when trigger is pulled. If it does not fire a projectile then it is not a firearm as per Arms Act 1959. For definition of firearm please refer Section 2 of Arms Act 1959. Imitation firearms are not covered under Arms Act 1959.

Details and pictures .... http://en.wikipedia.org/wiki/PinfireA pinfire firearm cartridge is an obsolete type of brass cartridge in which the priming compound is ignited by striking a small pin which protrudes radially from just above the base of the cartridge.
Though goodboy has adequately answered the question, it would be interesting to see a pin fire miniature blank fire gun . Do you have a picture of the firearm in question Naga ?

I spoke to a distributor of umarex in pune, according to him blank fire guns officially come under restricted items but can be imported in the name of any institution like shooting academy or educational institute where they are used for race starting ceremonies or dramas , plays etc. He also told me that he can increase the original order and provide any model i require for a premium.
