I have been offered a used (Good condition) Feinwerkbau P-70 for Rs. 90,000/- I was wondering if anybody had any firsthand experience with it.

They are excellent 10-metre match air-rifles.
To give you an idea of cost, three years back a senior squad member sold his aluminium stock version to a club member for Rs.80,000/-. You can safely assume that this rifle was used very regularly.
A laminated stock version would have cost lesser.
If it is in good condition, you have nothing to worry about.
