Pankaj Malik could be debarred from shooting
Mr Pankaj Malik, Congress MLA from Muzaffarnagar, UP, could be debarred from shooting as reported in Hindustan Times http://www.hindustantimes.com/Pankaj-co ... 58711.aspx for deputing another shooter in his place during GVM Guahati. The article also mentions Mr. Malik saying his telescope wasnt functioning and he asked someone to check it, thats all. The event is 50 m prone, so it should be the spotting scope.
I am confused, is it a case of Mr Malik asking someone to take his place for the competition, i.e. impersonate Mr. Malik, or is it just some technicality or some bylaw that was violated and "deputing another shooter" is a technical term for that violation? Another case of muddled reporting by the media?

The NRAI Range Officers are a fairly competent breed, they certainly know the difference between someone trying to check the scope or trying to impersonate. First and foremost, nobody can just take a shooter's place, this is because, one has to take permission from the range officer, before doing so and definitely NO THIRD person besides the shooter or the range officer (apart from jury) can even be allowed to approach the firing point.
SO this is definite case of 'impersonation'. Now this may sound ridiculously stupid to all those actively involved in shooting, but not so stupid for a novice shooter, especially a politician whose mindset is to try and hoodwink all and sundry in daily life. This would all be very normal for him in his routine life. Lifelong and professional habits tend to spill over in other spheres too, this being a prime example.

The Competitor's Card issued by NRAI carries a picture of the shooter as well...

lets give the guy some due (we can always take it back ) this is what he repoted to have said:

A much clearer report from Times Now, Pankaj Malik actually sent someone else to impersonate him... to become a renowned shot! Kudos to NRAI for taking a strong stance, more to follow if this fellow is actually barred from shooting. What punishment for the other shooter, Mr. Vijay Kumar from UP? I am sure there will be a lot of pressure on those concerned to take a **lenient** view of the case.

Probably not encouraged, even though circumstances may require extreme restraint. Definitely not a forum member. We try to remain genteel.
But,if what is alleged to have happened is true, "idiot" would be inadequate to describe the fellow.

Yeah we go easy on mla's as a special category, otherwise they will want a reserved quota even here.

special privileges for an MLA indeed... no more news on the chap, and i'm sure he'd get off with a light rap on his knuckles, or the knuckles of someone he deputes...
