So from the above discussion does it mean that we cannot apply for fresh license?

Where did they say anything like that.
They are just making it difficult, but if you valid reason, it shouldnt be a problem, even before this amendment, it was not easy getting license. :)

oh,we can apply all we want..they will keep it in a position which is neither living nor dead..i have a appointment to meet the DC on monday..will post back as to how it went..

if you want to make new licence then follow the steps of old licence. otherwise read through this whole post to get the idea.

i want to make fresh arms license
but the staff of D.C. Office told me that D.C.P had not allowed to give file anybody
my father have two guns
1. 12 bore DB BL
2. .380ACP REMINGTON MODEL 51
in transfer case can i apply (fresh) new arms license in India ?

hi all,
went to the DC office and explained him my position, which is my application being in enquiry for over 3 months..He promised me that my enquiry will go through,but he also confirmed to me that it will be hard for him to grant me a licence as there has been a notification from the home ministry to control grant of licences.he says that if i have a verifiable threat, he could give me the licence..upon me asking him how to prove a verifiable threat to my life,he said.QUOTE 'GET A WRITTEN STATEMENT FROM SP OF POLICE STATING THAT YOU HAVE A THREAT TO YOUR LIFE"UNQUOTE.
it was clarified to me later that apart from the application enquiry process {which also goes to the SP}, this additional point of check has been added to make life miserable..
so,thats how it went.dont know if my DC is over active or it really is the case all over india.

Approaching High Court for a writ against the illegal MHA order dated 31.3.2010 seems to be the only option.

licence is for self defence, and vitamin M is also not working..i wonder why ?

For "Sport" is not going to work. Only option is approaching High Court with a help of good lawyer.
