दिग्गी बनाम चिंदबरम : नाक्साल्वाद ही एक ऐसा मुद्दा नहीं है जिस पर दिग्विजय सिंह ने गृह मंत्री चिदम्बरम के खिलाफ तलवार निकाल रखी है | चिदम्बरम से आजकल जो उन्हे नई परेशानी है, वह है गृहमंत्री ने हथियार और आयुध क़ानून १९५९ मे बदलाव किया है जिससे किसी व्यक्ति के लिए हथियार हासिल करना और जिनके पास है उनका लाइसेंस नवीकरण करवाना कठिन हो जायेगा |

अपनी सामंती वंशावली के अनुरूप, दिग्विजय सिंह जो नेशनल गन्स राइट्स एसोसिएशन आफ इंडिया के संरक्षक भी है, ने खुद आगे आकर इस विधेयक को रुकवाने की कोशिश की है | पिछले हफ्ते कैबिनेट द्वारा मंजूरी दिए जाने के बाद यह विधेयक मानसून सत्र में सदन के पटल पर रखे जाने के लिए तैयार था, लेकिन नेशनल गन्स राइट्स एसोसिएशन आफ इंडिया पार्टी लाइन से हटकर इसके खिलाफ समर्थन जुटा रही है | गृह मंत्रालय ने २१ दिसंबर २००९ को भविष्य की नीति पर एक प्रारूप बनाकर उस पर जनता की राय मांगी जिसकी अंतिम तिथि जनवरी २०१० थी | संसद को विशवास में लिए बिना ही गृह मंत्रालय ने सभी राज्यों को एक पत्र लिखकर इसे लघु करने के लिए कह दिया | शस्त्र कानून १९५९ को संसद के दोनों सदनों की स्वीकृति मिली थी | नई नीति में कहा गया है कि गैर प्रतिबंधित बोर हथियारों के लिए आवेदन उन्ही लोगों से स्वीकृत किए जाएंगे जिन लोगों के जीवन पर गहरा खतरा है | जबकि १९५९ किए कानून में ऐसा कोई उल्लेख नहीं है | नेशनल गन्स राइट्स एसोसिएशन आफ इंडिया का मानना है कि नई नीति से केवल अमीरों और ताकतवर लोगों को ही लाभ होगा | नए कानून के अनुसार पुलिस कि पुष्टि के बिना कोई नया लाइसेंस या नवीनीकरण नहीं किया जायेगा | पूर्व में यह अपने आप ही नया बन जाता था यदि पुलिस ६० दिन के भीतर अपनी रिपोर्ट नहीं सौंप पाती थी | इस नई नीति में एक नई शर्त जोड़ी गई है जिसका विरोध हो रहा है, वह यह है कि हथियार को मालिक इसे अपने जिले या प्रदेश से बाहर नहीं ले जा सकता | नेशनल गन्स राइट्स एसोसिएशन आफ इंडिया इस मुद्दे पर प्रधानमंत्री से मिलकर इस विधेयक को रुकवाने कि योजना बना रही है | उन्हें सौ से अधिक सांसदों के समर्थन कि उम्मीद है |

Hi All,

This guy Abhijeet is doing what we all should do... Propogate wats close to our heart.. instead just talking and worrying. He arised above petty considerations and the results are there. I pray one clap will turn into a thunder and the virberation will be felt by those who are away from the ground realities.

I could not find the article on their website. http://www.punjabkesari.in

Google translate seems to have done a less than stellar job, so let me take a stab at it... not very good at translations, so it may be less than perfect.
Diggy vs. Chidambaram : Naxalism is not the only issue on which Digvijay Singh has drawn swords against the Home Minister Chidambaram. His new tension with Chidambaram is regarding the changes being made by the Home Minister to the Arms Act 1959, which will make it much harder for a person to acquire an arms license or renew the same.

In keeping with his feudal lineage, Digvijay Singh, who is also the Chief Patron of the National Association for Gun Rights India, has come forward himself to oppose the passage of this amendment bill. After cabinet approval last week, this amendment bill was ready to be tabled before the houses of parliament during the monsoon session, however the National Association for Gun Rights India has been working hard lobbying across party lines, to build opposition against his amendment bill. On 21st December 2009, the Home Ministry had prepared a Draft Policy and asked for public opinion, the last date for which was January 2010. Without taking the parliament into confidence, the Home Ministry wrote a letter to all States ordering them to implement this new policy. The Arms Act 1959 was approved by both houses of Parliament. The new policy states, that licenses for non-prohibited bore arms would only be issued to those persons who have a grave threat to their lives. While the 1959 Act has no such requirement. The National Association for Gun Rights India believes that this new policy will favour the rich & powerful elite. As per the new law, no license can be issued or renewed without police verification. Previously they (arms licenses) were renewed as a matter of course, if the police was unable to send in their report within 60 days. There is a new condition in this policy, which is being opposed, that says that the owner cannot take his firearm outside of his home district or state. The National Association for Gun Rights India is planning to meet with the Prime Minister on this issue, towards stopping this amendment bill. The are hopeful of receiving support from more than 100 MP's on this issue.
