From whaterver little experience I have, I have observed when we use any organisation's existing facilities, then we do not have full control over the set up. Every time a new commandant lands up, he may, may not be very enthusiastic about civillian participation. To cite an example, the Pune District Rifle Association, was set up by a senior PI at the CRPF ranges in Pune. Somecommandants were very positive. Unfortunately for PDRA, one commandant objected and evicted the entire PDRA set up overnight.
Just think about it, before you plan to use somebody's elses facilities.
By the way, Foresight Marksmanship Institute, will shortly get its arms licenses. The delay is due to bureaucratic hassles. The concept is very much alive and not down the drain.

Jeff Cooper advocated four basic rules of gun safety:
1) All guns are always loaded. Even if they are not, treat them as if they are.

which way you are planning to move? to use IFG society or wait on marksman institute ?
I will suggest going ahead with using a established range and as the time passes and the member numbers are strong enough you can shift the range to your private location as and when the indoor range is complete with a strong room etc.

What i feel personally we need to proceed using the existing facilities. We setup our Club and make use of their range for firing or at least on papers for now that will help us form the club and enroll members.
I don't plan to spend on the infrastructure all by myself so we will need funds which shall be raised through memberships and sponsorships.
Now I really don't know how to proceed. Waiting for the experts to comment and guide.
Guys we are getting an opportunity lets make use of it.

Ask mudaire as I guess he already has a club registered, the idea for getting NRAI membership will only be realized once its a full blown club.
About money and all there are many members who will be more than eager to pool in including me, as long as they are on the board.
I liked your idea of using police range very much, that leaves only getting the club registered and thats it.
Why don't you start with society registration and ask about the procedure in your district, I will fill in with NRAI affiliation process.

Sorry for being out of action as I am traveling, Well any suggestions on the Name of the society i should get it registered also under what head. Registration does not take long as there is a guy who does it for a small fees. I think the whole process should take about a month.
