This is an extremely well written article. The author has done a lot of research. I only hope that your politicians will begin to pay attention..... Even here in the US with our Bill of Rights some of those in power do their best to ignore this vital right,
I do wish you the best in your struggle to preserve and expand your rights.

Peace - A collective responsibility
Indians are bestowed with rich cultural heritage, traditions, demographic, geographic and religions variety. Although known as a peace loving country, India encountered several successful and also unsuccessful invasions in the past and remained a British colony for more than hundred years before successfully gaining Independence on August, 15, 1947.
The last few decades have seen a rapid growth of population worldwide, resulting in over exploitation of the already diminishing natural resources, increase in unemployment, degradation in moral values, large scale corruption in political, enforcement and judicial systems fuelled with materialistic approach to life has accelerated the rate of crime and wrong full doings. At the same time new conflicts have surfaced either due to distinct socio-economic/political ideologies or to gain hegemony over wider section of society, geographical areas, natural resources etc, disrupting social order and peace.
A well known and accepted fact world wide is that peace does not come merely; it comes at a heavy cost - the cost of understanding and keeping readiness for a possible threat of a war. The possession of nuclear weapons by countries, claimed to be “deterrent”; modernization and sophistication of Military and Law Enforcement Agencies shows preparedness of a Nation to counter any external/internal threat and her commitment towards providing peaceful and secure atmosphere for citizens to live in.
There is no doubt that security and safety remains a State's responsibility, however, in the present global scenario, even the best equipped State with all the resources at disposal cannot guarantee her citizens absolute safety and peace without their active involvement - our country being no exception.
In a country of 1.2 billion, we have 0.956 police personnel per 1000 people which is lowest police-population ratio in the world, add to that nearly one-third of administrative districts in India are officially declared as disturbed areas or affected by terrorism and more than 32 terrorist organizations are currently active in different parts of country. A database with National Crime Record Bureau, Ministry of Home Affairs, shows an increase of: 229.7% in murders, 733.8% in rapes, 423.9% in Kidnapping and abductions, 191.9% in riots, and 230.5% in other cognizable crimes from year 1957 to 2007.
In context of constant deteriorating law and order situation and inadequate police personnel, it is imperative for citizens to come forward and play a pivotal role in the eradicating crime by assisting law enforcement agencies in every possible manner. This is not only a moral obligation but also a social and constitutional duty described in Part -IV A, Article 51A of our constitution.
Society adequately armed with weapons can go a long way in establishing rule of law and keep the criminals at bay. For example, in trouble-torn State of Jammu and Kashmir, VDCs (Village Defence Committee) have already proved their worth by successfully repulsing attacks and eliminating many terrorists from higher reaches of Jammu, Doda, Udhampur, Poonch and Rajouri districts. A VDC unit consists of unemployed youth and Ex-Army personnel armed by the State Police with Service Caliber Bolt Action/Semi-automatic Rifles. These units also provide vital information regarding movement of militants groups thereby serving as a backbone in counter-insurgency operations.
Many violent crimes take place because the perpetrators think that there is no imminent threat of retaliation and they can escape safely after committing the crime. They think they have an advantage over their potential victims in terms of strength, numbers, age, or sex etc. A fire-arm reverses the equation of power in a situation of conflict and serves as a deterrent. Arms controls cannot regulate weapons possessed by criminals/terrorists, but it has definitely unarmed the law abiding citizens thereby making them vulnerable to atrocities and victimization at the hands of the former, which in fact, augments crime.
Peace and nation building is a collective responsibility, it is high time that policy makers focus on this important aspect. To make the society crime free, it is essential to educate masses by virtue of compulsory military training, simplifying procedures for eligible citizens to acquire weapons and encourage them to work shoulder to shoulder with law enforcement agencies in time of need. This will result in transparency in the system reducing corruption, efficient enforcement, greater workforce to cope with natural disasters and better relationship between the administration and the citizenry, apart from making citizens aware of their responsibility and importance in nation building.

At many occassions, it will occur to you that you alone are putting all the efforts and no one else is contributing, which tends to bring down your Moral and eventually, you give up. Though in your case, i will Humbly request you, not to give up on this article writting as you are doing a great job and some where, someone reading it will definetly get inspired and join the cause.
