NO.
While such exploding/ frangible ammo is possible to homebrew, IT IS ILLEGAL in India, and most likely,will make your ' no licence required' airgun into an ILLEGAL, unlicenced firearm.
People are free to upload all kinds of information on the internet.It is your responsibility to stay within the bounds of law.
PS-artificial limb surgery is not cheap in India
