NEW DELHI (AFP) - A bandit-infested region of India is trying to persuade men to undergo sterilisation by offering to fast-track their gun licence applications, an official said on Tuesday.

Officials in central Madhya Pradesh state's Shivpuri district decided to adopt the policy -- already tried out by some neighbouring states -- to increase the low vascectomy rate.

"I came to know that it had to do with their perceived notion of manliness," said Manish Shrivastav, administrative chief of Shivpuri district, part of the Indian Chambal region, which is famed for its lawlessness and bandits.

"I then decided to match it with a bigger symbol of manliness -- a gun licence," he said. "And the ploy worked."

The plan comes as India, which has a population of 1.1 billion people, is trying to encourage people to have smaller families to ease poverty.

Vasectomy rates have soared since the policy was introduced last month, he added, although those undergoing sterilisation are still required to meet all regulations governing arms licences.

"Over 150 men have got themselves sterilised since we have offered the gun licence preference. I expect another 100 by the end of this month," Shrivastav told AFP.

Only eight men underwent the snipping procedure last year, in spite of financial rewards of 1,100 rupees (27.5 dollars).

The district of 1.4 million people has just 11,000 licensed arms, but locals say they want guns because bandits have large numbers of unlicensed weapons.

"I never bothered to apply for a licence before because I knew it was not so easy to get," said Shivpuri resident K.K. Saxena, 55, who recently underwent the procedure. "But when I heard about this then I decided to apply."

Saxena was provided with a medical slip confirming his sterilisation to attach to his gun application.

About 10,000 to 15,000 people apply each year for gun licences in Shivpuri, but only about 500 permits are granted annually.

One official, however, lambasted the idea.

"Where there are guns, even minor feuds often escalate into events that claim lives," said a police official who did not want to be named.

"The government should consider other incentives. It's ridiculous and irresponsible on the part of the authorities."

hack man, i will go for it, i've got a wife and kids, all that is left is a licence. as for firing blanks, i am not going to produce any more so no lost, least i will get an easy licence and save myself the money for the snipe, now that surly sounds good.

Long time back they use to give Rs 400/- and a Radio + Blanket,,,because after that there is no work to do ,,just stay at home listen to the radio inside the blanket ,and RS 400 was for battries,,I guess,,lollllllllllllllz

Interesting figures, so in a district with a lot of dacoits and criminal activity where people would (I expect) feel more threatened than say those living in well policed cities - Legal gun owners are just 0.78% :?: :!: And this is assuming that each one of those licenses belongs to a different individual, if we consider the fact that many people would have more than one license on their name - that figure would probably end up looking something like 0.5%!! :roll:

Even in a district where one seems to have a damn good case for self-defence as a "need" - the success rate of an arms license application is between 3.33% - 5% - it just goes to show how ineffectual and unfair it is to give sundry "babus" the power to determine the whys & whos of doling out arms licenses :banghead: As I've said before the only way we can make the system fair & free of corruption is to remove all subjective criterion and make the process completely objective & transparent.

its easy to talk about shame etc, least u all forget the reign of terror under Mrs Indira Ghandi and how many were castrated? look back at 30 years or so. while we are at it how many were forced to cut their hair?

before u say somthing, i would like to add i was here and seen the work done by the police.

and what is it to u and me if someone wants to have the snipe? even for a gun licence of a wagon r?

Well if your done with "it" the there is no reason why you shouldn't trade in the old cannon :-) for a Firearm license "IF YOU WISH" so i guess thats left to ones personal choice.

I like Mo's idea but wonder if it will work :-)

About the so called "disable your old weapon for a new one" scheme, its more likely to promote the illegal arms trade than anything.

If the govt. wants more than it can chew, they may well do so. But not on my jewels, they wont!
