I'm sharing my experience of having applied for an arms license and it being rejected for no reason at all
I had applied for an arms license for a SBBL breach loading rifle on October 15, 2007 at the Police Commissioner's office in Bangalore. I'd stated the purpose as target practice and had enclosed copies of my club id card, medical certificate, residence and age proof. About ten days later, my application was sent to the local police station where I convinced the circle inspector(this chap was a PhD
) that the rifle was intended to be used at the club's range for target practice. A writer was sent to inspect my house and take statements from two of my neighbours. I was asked to meet the ACP(East), who on being satisfied with my stated purpose passed my application to the DCP(East). With no further communication from the licensing authorities, I went to the commissioner's office on Jan 16 -as mentioned on the acknowledgment(issued on submitting the application). The clerk at the Commissioner's office told me that my application and the report(prepared by the local police station) hadn't arrived and that I had to check with the ACP for the same. On meeting the ACP and checking through the records in his office I realised that my application/report was sent to the DCP's office on 7th December. I went on to meet the clerk who handles arms license applications in the DCP's office(on Jan16)-- and this lethargic bandicoot assured me that he'd send my report to the Commissioner's in the same week. A week later- i.e. today, on realising that my report wasn't sent from the DCP's office, I met the DCP in person. This chap's a IPS officer from UP and didn't look up to see me during our conversation that lasted for about two minutes and said me he'd
rejected my application. On being asked the reason he told me to check my report after it was sent to the Commissioner's.
I'd like to know if I'm legally entitled to know the reason behind the rejection and what should be my next course of action.
btw, I don't have any criminal cases whatsoever against me.
