Needed, Amendment of Arms Act

Rights guaranteed under indian constitution, like right to life ,liberty, property aren't absolute, but subject to fulfilling or not violating some conditions.
Even if RKBA becomes a constitutional right, the same Arms Act will apply, including the limits on number of guns owned and cartridges bought.
Also the restriction on the use of firearms only for self defence, taking part in competitions and crop protection and prohobitions¡ of hunting, celebratory firing and threatening somebody will also remain.
The requirements police verfication of antecedents, medical and psychological examination and weapon training certificate will not go away.
In short, RKBA, even if granted in constitution, won't remove existing obstacles to own and use fire arms. On the contrary, it will give rise to widespread public opposition for RKBA, implying that licensed gun-owners could become potential killers.
Instead, RKBA could be achieved if the requirement of a 'genuine need' ( but not the permitted usage)for a firearm, for self-defence, participation in competitions or crop protection, is removed from Arms Act. It'll ensure that the licensing authority cannot refuse a license, subjectively on the ground that the need of the license applicant for
firearm isnt demonstrated. The licensing process will be transparent

The aforementioned "Genuine Need" is exactly where the ALCs pull the leg.
