Is there service to help apply for gun license in Noida, UP? Like we do for passport etc

Greetings everyone!!
I am a National level rifle shooter registered with the NRAI and a Renowned Shot residing in Jabalpur, Madhya Pradesh. My grand aunt has a licensed pistol which was gifted by her father i.e. my great grandfather. It was gifted to him by a British Governor who visited Jabalpur back in those days. My grand aunt is 85 years old and does not have any legal heirs. She has decided to gift the pistol to me in order to keep it running down the generations and in the family. I've visited the authorities in charge for issuing a firearm licence in the collectorate and received their response that pistol licence cannot be issued without a higher source or monetary consideration. Upon further research and talking with a few people who does have a firearm licence with them or are avid collectors of firearms they have suggested me to get the pistol deactivated and inoperable which will allow me to keep the pistol as a trophy item thus fulfilling the emotional sentiment of the gift that has been passed down. There is no motive of using that pistol for any kind of recreational shooting or otherwise. I request the forum to provide me with proper guidance in order to keep the pistol legally.
