You can prefer appeal under section 105 of The Arms Rules 2016. Normally it is to divisional commissioner

Long route is to go to court. Short route is to get some approach. As I have said many times that three things are needed to get arms license.

Now in Allahabad High Court they give the Order in favor of Petitioner, if He is either Witness in some case or if He is attacked by someone and this is also mentioned in Police report in the License Application then maybe Honorable Court passes the order in favor of the Petitioner. One of my Friend has
filled a Writ in Allahabad High Court and he fulfills the second condition, but their are so many Cases his application is in pending from last 3 weeks.

There is a long list of cases filed in the Allahabad High Court on the issue of firearms licences that your friend may have to wait for years before he gets a redressal. Know this as everyone in my family are practicing lawyers at Allahabad high court. Ask your friend to approach his MP/MLA, with elections pending next year this is the right time to curry favours with elected representatives. Even if nothing comes out of it, what's the harm in asking?
My two cents, your friend knows his situation better so he will be a best judge of next course of action to be followed.
