The civilian market in India is too small to support large scale manufacture of high quality handguns. This is even more so with the maximum number of weapons allowed having been reduced from 3 to 2 per licence holder and the very restricted number of handgun licences being issued to those who are able come out through the maze of procedures prescribed in different states/union territories. At present, the success rate of applications is low in the country as a whole. In UP, most licencing authorities are turning down almost all applications. Any arms dealer in the State will confirm this dismal state of affairs.
Manufacturers will perforce have to look to the export market to achieve the volume of production necessary to break even on cost of production. In such a scenario it will be counter-productive to lower quality standards.
In any case, private manufacturers will at least have to surpass IOF quality at competitive prices to attract customers.

Thank you for the contact and nice to hear from you and apologies for the delay in replying. We have been focused on getting our production fully underway.
We have plans in place for production as per below, however due to the current situation regarding COVID-19, there has been significant delays with development and production. Whilst our factory is working double shifts to get production out to the market, we rely on various vendors for small parts of which have delayed production as well. I can assure you that we are pushing as hard as we can, however this is all dependant on the ongoing situation.
When will our products be available (Dependant on current COVID-19 situation)?
Revolvers – Production was well underway before Covid-19 hit, however with the current situation our factory has only been back fully operational for the past 6 weeks. Our first batch of Revolvers are being submitted to Proof this month and then main production will increase thereon. Therefore, expect stock of these to be available in the shops from Mid-End October onwards. Please note that we have many of these units pre-sold and to ensure supply, please pre-order with your local Master Stockist or local dealer.
Handguns - Production planning is underway, and whilst we expected to have these completed by end 2020, we will not compromise on quality and this might not be available till we plan to have this ready by the 1st qtr 2021. The WP4521 .45 will be the 2nd qtr 2021 onwards
Shotguns - Production planning is underway and we are expecting these to be available being completed and will become from 2nd qtr 2021 onwards

In some instances, these Master Dealers will not be within your set territory, however they will be supplying to Gun Dealers in their set territory. How much are our products?

On contacting Capital Gun House, Lucknow, I was informed that the .32 revolver is expected to be available in their shop in a month or a month and a half.
The retail price will be between Rs 1,70,000 and Rs 1,75,000.

So the question is who is John Bright? Is he based in India or in the UK. What would be interesting to note is, if barrels are being proofed, could they specify, which machines are used for Deep Hole and Rifling? What is the Twist? What is the steel being used? You seem to be particularly well informed, about Webley India Licensee. Why not give us more information. What I am asking, is Public Domain information, which should have been published, but is not! Coming to John Bright, SIAL Manufacturers has only 2 listed Directors, and John Bright, is not one of them. Now if he is a Joint Director, where is he based? India? UK? is he a paid appointee? Just a name? Lots of questions..
Coming to the manufacturing process, all we see is a CNC making a part, nothing conclusive. Webley has not manufactured this product in 6 Decades, and not with the current tolerances of modern CNC, so when SIAL makes a claim, that their product is a Webley.
My question is based on what? The original drawings, or just the license to a name, on a revovler made in a radically different way than the original?
Its a honest question, looking for an honest answer. Any manufacturer would step up and clear the air.

Heard that cmt issued an expression of interest in feb 2020 for civilians and few were able to book and have acknowledgement receipts
