Few options available
1. Join the police or Military or Any other paramilitary force in India
2. Try to be a close friend/relative of Of any Central Minister /Chief Minister
3. You can also try to be a International Level shooter to have access to all type of arms
4. Emigrate to Some Other Country.
In simple words if You are a common Citizen then its next to impossible for you..

I have 9mm, but i cant bring to India. And most saddest thing is absent of IPSC....

Even if the govt issues you a 9mm licence where are you going to get the ammo from its not worth it....
