Technically he is right. As PoJK is legally Indian Territory and you can get AKs and RPKs there in black market.

In Punjab it is easy to get arms license as compared to other states.

I also got All India validity recently. My home state is Punjab.

Jammu and Kashmir was a heaven for Military personals who wanted to have Arms Licenses. But recently the situation has changed in a negative way, due to irregularities and their consequences.
