What are the regulations required to buy Air Rifles in India through legal process?
Is there a license to purchase a range of 60 meters air rifles?
Please provide legal information and advices

Buddy, it depends what 60 m means to you. For a .177 accuracy at 60m, you have to go for some foreign beauty as Diana, Wehirauch, etc.
It's hell of a rg.

The .22" (5.5 mm) bore comes under license.
The .177"(4.5 mm) bore does not attract license till 15 ftlbs or 20 jules energy.
Anything beyond the above will attract licensing.
60 mts can be shot by Indian ARs which qualify above limit.
Namely SDB Magnum, Precihole PX 100 (PCP),Armar Hurricane , SDB Artemis n Precihole NX 100.
You can get imported stuffs in the market at higher rate.
