I have heard that you do not need a threat for getting a shotgun as it is your legal right? Is this really true?

I have read section 13 of arms act. So does that mean if i apply for arms license for dbbl shotgun for protection of property the will grant me the license? Can they refuse if i have no threat?

Since you are 19, the point is moot as the only way someone under 21 can get a license is based on achievements in shooting sports.
