The current proposed amendment seeks to restrict everything over
.177 cal OR 20J(12fpe) energy as requiring a license. They also want to bring blank firing weapons & lookalikes under the ambit of the law. As of now, it has been stayed by the Supreme Court for good reasons. (Pls correct me if I'm wrong!)
The frustrated brains behind this proposed amendment is that of a female mantri elected from a western UP Loksabha seat & known well for her animal-loving habits...
If it were upto her she would arm the Indian Army with hockey sticks, so that they may not hurt any animal-rights in the jungles. The fact that the Jihadis found in the same jungles have custom SMGs & latest ARs (assault rifles) is to protect their human rights..!
Having said that, pls ask any senior bureaucrat, fouji or policewala in India & he will grumble about the practical challenges associated with such a law. These are analogous to those associated with 'liberalizing' gun laws in India.
First off, there will be a ginormous political nautanki by all the the Yadavs, Didis, Behanjis, Ammas, Mummys & Pappus of the country. They will receive their due nautanki support by the Pornubs, Downpours & Royaldeeps of PimpinTV. Suddenly some useless writers would see it as a great opportunity to grab some limelight too. Then some dharna-pradarshans & protests by the Muffler-Movie Party with its Supreme Commander asking for an Independent Ombudsman to be setup to monitor the corruption in granting gun licenses & answerable only to Him.. He will also promise one free movie download per year if he is elected as the next PM... Suddenly the Republican presidential candidate in US would also start supporting US gun laws... You might also start seeing ADs of Lockheed Martin, Boeing, Eurofighter, Dassault, BAE, Honeywell, IMI, Rosoboronexport, Mikoyan, Sukhoi, Saab.. more frequently...!
All this would attract a reverse backlash by the Indian Lotus Temple Party & the Cow Service Society of India. Mr. Kukka Ramaswamy would 'expose' how weapons have been the Indian way of life since the time when Sage Dadhichi donated his ribcage to build the Vajra & how Indians were systematically disarmed by the Mughals, British & All India Commie Clone Party... They will be joined by some saints claiming their special Yoga package neutralizes any violent & homosexual tendencies, so people can become more responsible with their guns....
Finally the PM would get some calls & representations from all sorts of places, from his Sam Patel Chachaji to his good friends Mr. Commando Ruskin & Mr. Ambesh Murgani.. following which either the Finance Ministry would retract the amendment or the Supreme Court would issue a 'stay' order...
On the practical side, India has inadequate forces to deal with even the pending cases in the country (main reason why police doesn't register FIRs). Asking them to go track, chase & arrest everyone having a .22 AR would turn law & order situation into an overnight joke! In any case, how can you be so sure that the said aunty won't start objecting to paintball guns, bows & catapults ('Gulels') tomorrow??!
In any case, the true threat to the internal security of the country emanates from the widespread proliferation of firearms amongst criminals, naxals & insurgents. I have yet to come across an incident in which an airgun was used for a crime in the country. Until the existing gun laws are enforced stringently & the criminals disarmed, nothing will be achieved by passing such laws, no matter how much a frustrated aunty howls about it.
