URGENT ! help needed on importing PCP pump from Pyramydair

Friends,

As I write this, a Hill pump Mark 4 costing close to 300 USD and Rs 24,000 including shipping to India via Fedex, is lying at the Delhi airport cargo terminal.

I am importing this on behalf of a friend who doesn't have an international credit card.

I just received a call and a mail from Fedex asking for my consent for courier clearance since it is a high value product.

My question is : Does the Indian customs charge duty on a single piece hand pump? Or, it is in a duty exempted item?

Do I have to provide Fedex with my rifle club membership details etc ?

A quick a knowledgeable reply will be appreciated, especially mention of specific section of any act / duty list .

Legally speaking club membership is not required for importing a pump.

I paid 30% duty for my pump. If that helps bro :)

A big shocker :

Fedex now tells me that customs has stopped the consignment from being transferred from Delhi to Kolkata in courier mode because it is a "restricted" item under chapter 9305.

I checked and found that Chapter 9305 deals with parts and accessories of heads under 9301 to 9304 i.e. essentially firearms, but not 930400 which deals with spring/air guns etc. What to do ?

Here are all the relevant chapters. Basically I now need a document to prove that a high pressure foot pump is not a firearm or part of a firearm. Input from members, especially AGN and others who study the laws everyday, is urgently required.

Youll have to pay duty.better collect it from delhi if fedex agrees-in case the customs act funny and impound it for some stupid reasons youll have a tough time
