Actually its three visits as explained. As there has been a clamp down on arms licenses the wait period and demand has dropped.
Do not go by their phone helpline as its not always manned by the right person. Emails however are answered by the marketing department. You need NOC from both the licenseing authority and DC at lal bazar. You may want to confirm this over their email.

I have also got the same reply as NM, I can also collect the pistol any day in month of DEC... I think i should collect it before 25th-Dec as it will be festive/holiday season onwards, and GSF guys may be on leave..
