Now how would wearing a helmet provide noise protection ? What kind of helmet? A helmet covering the ears will mitigate the noise a bit, and a helmet with a face shield will protect the eyes. But that latter danger is over rated.
Shot size makes no difference as far as noise level is concerned. Barrel length,velocity, and muzzle pressure do. Even a .22 Short will hurt your unprotected ears when you first start shooting. When shooting at game or in self defense the sound may not seem nearly as loud, but the damage to unprotected ears is the same. You do not "get used to it", you just go deaf little by little, until you can't hear the shot as well.
On the other hand, looking for ear protection first in a self defense situation may prove counterproductive.

Out at the range the 0.22 rifles make only a soft crack, while the 0.22 pistol makes an ear splitting report. The 12 bore for clay pigeon shooting is the loudest and can be heard all over the area.

Your normal steelbird bike helmet ain't going to prevent any ear damage...moreover if someone is sooooo broke that he is unable to spend Rs 2500-3000 on protective gear, how he is going to buy all the cartridges to shoot??
And, in self defence/hunting scenario there is no role of hearing/eye protection gear!!!

You do know that you don't need anything expensive?
Cheap foam earplugs work as hearing protection and an pair of cheap industrial safety glasses will serve as eye protection.
For that matter,even a pair of wraparound polycarbonate lensed sunglasses will work.

Eye and Ear Protection Gear will always be inexpensive ( no matter what the brand ) when compared to your eyes and ears .
