Sumit and I did speak and have some idea on how to proceed. Unfortunately, I'm going to be away from Delhi for a month, so we haven't been able to meet so far.
I'm desperately trying to get a weapon endorsed on my licence (I know, I keep flip-flopping on the Webley/Walther issue) so that I can apply for my area of extension and for an increase on my ammunition quota. (I'll be rejected, but I need a basis for my appeal). Sumit is working on his paperwork to apply sometime next week.

You can file a writ of mandamus with the Supreme Court stating that current government policies when it comes to RKBA are unconstitutional and illegal..
You may want to confer with GBM and if you what we can get together to discuss this..
The idea here would be to nip the problem in the bud..

The idea here would be to nip the problem in the bud..
1) Giving a good reason for applying for a quota and area enhancement.
2) Getting reject by the authority (i can imagine they will reject me based on the MHA notification)
3) Challenge the grounds for rejecting with the LG (present the case my self and save some money)
4) If approved, then post the decision and appeal here and declare a free-for-all
5) If rejected, then challenge that in a higher court.

I'm trying to look for research papers advising CCW permit holders to practice with X rounds weekly/monthly/yearly. Also, I'm considering purchasing a .380ACP PP, that way I could use the scarcity of affordable ammunition and the fact that I 'can' bring back more than 50 rounds if I have a higher limit. Also, it helps that .380ACP is not available at the Delhi Range, so I could also say that I need to practice with more than 50 rounds a year and keep at least 2 full mags (7x2 + 1 = 15) on me for defense. That leaves me with 35 rounds a year to practice with and a meager TEN rounds per trip to the range.Skyman wrote:WRT ammo increase, what reasons are they looking for?

I'm sure they will reject my request. Keep in mind, that any reason that you come up with will be rejected due to the MHA notification. I just need a reason for rejection and then challenge that on technical grounds, like with my arms license.

What if when you make an appeal and they increase the quota from 50 to 100 and they say that will not go beyond that.. what will you do then?kandarp wrote:I'm sure they will reject my request. I'm going to apply for 500/1000, they will either reject it or approve it. If they send me a letter saying that your request has been approved for only 50/100, then I can appeal that. It would be the same if I were to apply for a NPB Pistol and was informed that they can only approve a Shotgun.

I won't disagree with your plan of action. My experience says the authorities are going to reject your request for quota saying
you are not into shooting sports. A thousand rounds a year is not a big issue when it comes for a .22 and the applicant is an active shooter and member of a club or state/ national rifle association.
Their standard explanation is : "Why does a civilian need 500 rounds a year for self defence ? The ammo will surely be misused or land in the wrong hands."
However in case of area validity the babus do not make too much fuss if applicant can prove that he travels frequently on business or has properties in several states. But try applying for all-India validity and it again becomes an issue.

TC, is it enough to be a member of a club/Association to obtain a higher quota? Can you for instance, have .357 mag quota increased of you belong to a club and not just .22?
