refilling /recrimping of shotgun ammo
How can one refill some IOF as also Eley 12 bore (paper) cartridges at the house without special tools.what i mean is can the redistribution of merely the shot be achieved within cartridges with local means. how can one ensure correct recrimping etc to ensure that the effectiveness of the shot doesnt dissipate or reduce if locally crimped etc. or are there any local hand crimping/ refilling machines availaible in the market and if where, i mean with the local gun dealer or anyone else.how can misfired cartridges be used again ,i mean can the firing cap of the cartridge be changed locally . i am presently near Nagpur.

First of all Andy ,dont try to do these sort of things without adequate experience because it is very dangerous.
You can refill them but you wont get Powder,Pcaps,If u ll use black powder then it will damage the gun.If u use pcaps made by ur self they can result in misfire .
If any how u will be able to arrange all the stuff (re dot powder and new percussion)then also it will cost you approxmetly as the new shot.
You can contact local gun smiths in your city ,,they are selling powder & pellets which they take out from shots used for testing ( firing pins).I think they sell it for Rs10-15.
Crimping tools are easily available for Rs 400-500 in many gun shops.

You will get reloading information from all of the sites that make/sell powder. Once you have all the information, you're atleast a little mechanically inclined and you know what you're doing, its very simple. I use a MEC 9000G to reload my shotshells at home. Most important piece of equipment is a good weigh scale.

Am curious,in the US ammo is dirt cheap yet folks choose to reload it.
Why ?
Is it cause it works out cheaper than it already is or is about the passion & excitement
A shot in the dark I think it's the latter.

Some ammunition is reloaded because it is a lot cheaper that way. Additonally, you can tailor a load for specific criteria, whether it is accuracy or hunting performance.
Shotgun shells however are usually cheaper to buy here than reload, however I only load my own for deer hunting, I use a rifled bore shotgun shooting slugs and it is not only cheaper to load those yourself, I get better accuracy too.
The savings are most noticeable with metallic cartridges. For instance a 30-30 can be reloaded with good performance for 2-5 INR per shot if one has a mould and casts the bullets from scrap lead himself.

AFAIK reloading for personal use is permitted as long as you reload the number of cartridges as allowed on your license. Be happy to be corrected if I am wrong in this assumption.

Do increasing the powder is of any use?????Because according to me when we increase extra powder in shot lot of powder remains unburnt & left inside the barrel.(i have experienced several times)I thought this is happening due to looseness of piston then i placed a hard board below the piston& pressed it very tight.But then also most of extra powder was remained unburnt in side the barrel.
Edited: Too dangerous a recipe and others may try to make it, especially unlicensed persons,youngsters.Please exercise caution.Thanks.
Some one told me even changing the Load(pellets) is also illegal,,i am not sure if this theory is correct.Or may be for SG/LG only.
