Dear Thambi,
Is your brother coming on TR for atleast one year. If yes then he can import one weapon. In that case also he needs to have indian Arms licence to get the weapon released from customs.

An arms license for an air rifle? .....and you are positive about this?In that case also he needs to have indian Arms licence to get the weapon released from customs.

I think there would be no problem with customs if the gun is in the checked in baggage. Just two days ago my son came from USA and brought me a gas piston spring powered Air Rifle with a scope and installed silencer in 0.22 cal, without any problem.
