NEED IMMEDIATE GUIDANCE & HELP!!!!!!!!
Just this evening i posted that i had a SOG fusion fixation dagger & ka-bar zombie killer knife coming to me but after that i called FedEx and they are saying that my shipment has been classified as arms and a arms license is required i mean wtf , what i am supposed to say by going into my local DC office issue me a goddamn knife license i will be the laughing stock of the office also i had scoured the forum and was convinced that no trouble will occur as my knives were less than 9 inch in length and 2 inch width.
GUYS I AM IN SERIOUS NEED OF HELP PLEASE ADVICE WHAT TO DO.

This is interesting news and though I feel bad for you, getting such things into India is not guaranteed. These items can get stuck and you can lose your money. Nowhere in this forum has it been confirmed that 9 inches and 2 inches is the Lakshman Rekha. It is confirmed that as per the Arms Act we do not need a license for these dimensions. However, local authorities can interpret your purchase in any light. If you are in possession of a big blade, the conversation with authorities will not necessarily be pleasant, unless you can substantiate that it is a work tool. Like a khukuri might be considered a work tool if I am camping.
Can you please provide the forum with the following information :
1. Your location in India
2. From whom or which website did you order the cutlery?
3. Has the shipment reached India? Or is it stuck somewhere else?
4. If in India, where is the shipment stuck? Is it stuck in Customs? And in which location?
Please share this information so that other members my offer you some advice.

From what I gather the knife was ordered from Knifecentre since it was shipped from Crofton MD USA, it has reached India and was detained during customs examination at the Delhi facility. I presume that most of this if not all is correct. Please confirm.
Now Fed Ex has informed you that customs is causing problems and they have classified the contents of the package as "Arms". They had earlier asked you for some documents which you have already provided.
Ok, no reason to panic. FIGHT back!
1) Contact Fed Ex to send you a copy of the document (officialy signed and stamped) they must have received from the customs without which they do not have any right to hold the package.
2)If the document that you get from Fed Ex does not contain any sensible information then file a RTI application in that particular office / governing office of the customs asking them to give details or copies of notifications under which they have classified the knives as arms for which a license is needed.
3)At the same time file another RTI at your local police HQ asking them to give you copies of notifications / if any regarding restriction imposed on knives.
OR
You may proceed and get a NOC from the concerned department in your area.
Based on the reply that you get you should proceed further. Keep updating the developments on this forum.
Do not give up, stand up and fight because you are not wrong.

@slingshot: Arms Rules 1962, schedule I, pg 53, section V does specify the 9" by 2" rule. However, overrides can always apply for specific areas. Please search for thread "lenght of blade" on thegungeek where images are posted.
I think you should fight back as Rajat mentions as there is no valid reason why your knives are classified as arms (at least does not seem prima facie). Keep us posted.

get a copy of the arms act, copy the page which says that under 9inch blade is not licensed and post to the customs. then ask under what section of the arms act are they referring to for a blade which is under 9inch, get a letter from the DC EAC arms, stating that weapons which have blade 9 inches or under are not required a license as per the arms act section so and so.
failing all that, ask the sender to claim the item back and save what you can. do not let the customs have it, as i am sure the sender can claim it if not delivered. do it soon as their may be a time limit.

in some places its the police who issue the arms license in other places its the DC Deputy Commissioner. EAC is extra additional commissioner the man in-charge of the licensing branch.

The only way you will get any nformaton or notfcaton etc from any of these departments is ether f you know someone there or if you meet someone very decent and helpful. The odds are aganst both. The only way now left s to file RTI applicatons to get access to the nformaton you are seekng.

guys the fedex people are saying that if they are able to show the case(PAPERS) of a similar person who had a problem like me and was successful in clearing his shipment they may be able secure mine too. WILL BE EXTREMELY GRATEFUL

guys this is the challan the FedEx guys sent, are they wasting my time or some thing the signature says 24/7/12 but these guys upon my calling on 25 told me they need the arms licence i mean it clearly written they need a NOC from the licensing authority which i know is the district magistrate thanks to you guys and now i am in the process of procuring the same must thank u guys for ur encouragement specially rajat and vivek peter and nagarrifle for their assistance.
