Ok so here is the thing.
With Indian made rifles you can only participate if the competetion if and only if they have open sight competetion.
Unfortunately these are reducing.
Most states do not do open sight's

ust to let you know
to get an imported rifle you need to be a registered shooter with state / district / national level association.
A registered shooter is different from member and it means you have played atleast one competetion.
Finally an imported rifle costs around 1.5 Lakh INR and you need to buy acessories worth Rs 80K to start with

Boss go in for an imported .177 air rifle or pistol, if you are considering competition shooting period. IHP pneumatics are also good but i dont know if they are still sold.
You have a huge choice of imported air weapons from cheap, reasonable to expensive. for an amature shooter you could go in for a reasonably priced weapon which has good accuracy and shoots pellets under 550fps and u r set. if you r confident enough you can buy an top of the line walther, styer, feinwerkbau which would have added benifits.

Any deacent rifle 15-20 K will not be as deacent as 1.5L rifle. Most shooters will be using it.
Guns made by companies like Walther, Fiemwekbau and others have the following
1. They can be adjusted infinitely
2. They dont have any recoil
3. They ade designed to place the shot at the same position again and again
Any rifle worth 15-20k
will only allow you to adjust sight.
Beside the rifle you need to buy other gear which will be another 1L or so.

Re: .177 or .22 rifle which to buy?
I do agree, they wont be THAT good.,
But I guess, for a beginner, (yes I agree that a good rifle would cost around 20k.. My basic idea is to talk about rifles less that 30k, which a 19 yr old newbie can invest) I guess they are fine.
Yes, as you grow in the sport, you'll need better tools to excel.
But I would say just like my first bat was thapki (used to clean clothes) my gun would be no different
