licence for knive import

A blade above 9 inches is illegal according to the law of the land. Therefor DGFT will also deem the same as illegal.

Can anybody plz post the DGFT Notification which clearly states that any knife with a blde of 9" or less is permissible for import...

I do not think there exists any such notification. Please use this link http://compendium.iift.ac.in/ to find applicable exim codes, rates of custom duties and related import policy. In "Item Description" box search for knives and swords, it will show up relevant information. For edged tools that can be classified as parts of tools, implements, cutlery etc. are mentioned in Chapter 82 and 90. For edged tools that can be classified as swords, cutlasses, bayonets, lances and similar arms are mentioned in Chapter 93. Policy for swords, cutlasses, bayonets etc. seems free subject to some MHA Notifications.

Regardless of the length or thickness, blade of any dimensions or shape can be made illegal by Government, if it publishes such Notification in official gazette under Section 4 of Arms Act 1959 for particular area. If there is no such notification then it is perfectly legal regardless of its dimensions or shape. DGFT will not confiscate the items that have policy for import as "free" unless there is notification that requires licenses or some conditions to be fulfilled for such items or DGFT policy for import is "restricted" or "prohibited" for such items.

what does this mean ? does it mean it has cleared the customs and would be send to the local post office ..please help

If it has been shipped via China post, then their tracking is not very up-to-date. 4-6 weeks is the time required for goods from China to India as well, so you are within the time limit. Try tracking the knife on our Indian post site: http://ipsweb.ptcmysore.gov.in/ipswebtracking/ (if the tracking here shows "inbound/into customs" or similar message indicating it has reached customs), start sending emails/calling up the customs office at the city mentioned in the tracking. If your knife has been detained, you will get a "detainment number", which will help you get it released. Customs in Delhi are friendly than the ones in Mumbai (or so I hear), so you may or may not get an answer over phone as to the detainment reasons. Please let us know the progress, and good luck.
