DC Dimapur N. Hushili Sema, in a notification Saturday directed all prohibited arms and license holders issued from the office of DC, Dimapur, to surrender their licenses and weapon to the office of the SP Dimapur within a period of one month.

What is the reason given? Are they planning on cancelling all licenses or is this a census exercise?

no idea, one thing i do not understand why deposit the arms with the SP when its the DC who issues the licence?
few months back there was state wide of PB cancellation due to the fact they were wrongly issued. this time no reason is given.

here we go again.
cops are really funny.instead of hunting down the criminals with illegal guns,they victimize the legal owners.
now slowly they will try to follow this throughout the country,unless someone goes to a court and fight this out.

Under Arms Act 1959, the prohibited arms are different from prohibited bore arms. Prohibited arms are defined in Section 2 of Arms Act 1959 and can be possessed as per condition mentioned in Section 7 of Arms Act 1959. Prohibited bore arms are the ones that fall in - Schedule I - categories I(b) and I(c) of Arms Rules, 1962.
Proper understanding of the notification can only be derived after reading the full text of the notification. Going by the text of this news item, it appears that it is asking all those people in possession of prohibited arms and all the license holders(PB and NPB) to surrender their arms and licenses.

Well...not trying to sound like I condone creeping disarmament of the citizenry, but this notice is simply a reminder of a series of such notices that was published in compliance to the notification passed by the MHA, GOI order No. S.O.713(E), dated 07/04/2011 and the consequent state home department Order no. .POL/ARMS-1/2007, dated 03/10/2011..... DC's of all districts published the same instructions for the PB licenses under their respective jurisdictions. Seems from the repetitive notifications very few have bothered to comply...in spite of threats of imprisonment in most of the earlier notifications.
The order has to do with the revocation of about 380 PB licenses that were issued by the state government after mid-1987 (That's about when the state government's (all states in the union) power to issue PB licenses was removed)
Approximately 80% of the weapons in question are 30 carbines, with .410's coming a close second. Oddly some .30 pistols are listed as PB...(??)
Just thought we'd get some clarity on things before we go down that very familiar chest beating route...
Quite typically, the local notification is very poorly worded leaving it open to all manner of interpretations.
