i really don't have any experiance.but i feel you can.
diana magnum is a heavy one for a competition.

It might break the targets.

I used to shoot with a Gamo CFX and the targets shatters if you shoot the edges

open sights are no more a part of official NRAI competitions I believe..

But I guess you have Open Sight competition within the state and district level in India.

I am sure other members can throw more insights

Are these kinds of rifles, which will do somewhere around 1000 fps allowed in open sight competitions?

any Indian of foreign make spring piston air rifles without any after-market modifications can be used for 10 mts open sight competitions & the event is conducted only up to state level competitions

NO.....

Opensight category has been removed from all levels except for school students in interschool competitions and a D350 is too powerful to be allowed. It will damage target equipment beyond repair.

9.5 Open Sight Air Rifle - Indian make or foreign make Original “Out of Box” factory made .177/4.5 mm
Open Sight Air Gun without any kind of alternation/changes in which air pressure is generated after
compressed spring is released when trigger is squeezed. Trigger pressure of such guns must be min 1000 gm.
Any original peep sight match gun converted to open sight will not be permitted even if it is spring and piston
type in which air pressure is generated after compressed spring is released when trigger is squeezed.”
