Change of license from Pistol to .22 rifle and vice versa

I have in my possession an Arms License of other person issued in the year 2002 by District Commissioner/ Dist magistrate which i intend to make myself as a retainer of the license

The license was originally for Pistol NPB, which was then Changed to .22 Rifle in the Year 2009 and was mentioned

"Change of bore from pistol NPB to .22 miniature Rifle is hereby allowed on 10/9/09 vide DC's order dt. 31/8/09" with a seal and signature of the Dist magistrate

Would this change be authentic?
I wanted to change it back to as a Pistol license, what would be the procedure?

Pliz help.

If the seal and signature of the district magistrate is authentic, then of course it is authentic.
I wanted to change it back to as a Pistol license, what would be the procedure?
The same procedure that was used to change from pistol NPB to .22 rifle. Or simply get an additional endorsement for NPB pistol done on the license, once you buy the pistol, you may sell the .22 rifle.

It is not exacly like process for getting new license. Since you already have license, all that police enquiry, report etc. is not usually there. You have to apply for endorsement of additional weapon and submit requisite fees. In some states they endorse the additional firearm on the same license booklet, in some states they issue a seperate license booklet.

Why will he do the cancellation without a valid reason under Arms Act 1959? Why do you think he will cancel? As per Arms Act 1959 you are allowed to keep 3 firearms(in any combination like pistol/shotgun/rifle) If you have already purchased .22 rifle on your license, he cannot force you to sell that rifle just because he feels like doing so. If he does you can approach High Court.

you have said that you have the licence of the other person. i do not understand the sentence. you cannot on your own be the retainer of the weapon. it is upto the licencee to apply and make you the retainer and you can be the retainer for as long as the original licencee wishes you to be one. it does not confer any special rights to you in getting a licence in your name on the assumption that you were a retainer of a licenced weapon.

sorry, the wordings may be in appropriate.. "i intend to make myself as a retainer of the license" ... that means.. i would let the licensee make me as a retainer of his license...
