What I read from your post is that you have 2 long gun already, one is a .22lr and a 12 gauge shotgun. You're applying for a pistol permit and told that once you get the pistol permit granted you'll have to surrender your other firearms. As far as I know there is no law about that, only about that you can have 3 guns of any type (PB or NPB) and a .22lr if you are a sporting club member who is affiliated to NRAI. To me it feels like someone in the office haven't understood the rules properly or maybe wants a little bribe. Try to talk to them about it, if you need more info regarding this, we are here to help you.
BTW it's not a good way to post the complete message in capital letters as it means shouting in Internet. Hope you understand :)
When I'll get to shoot a gun?

Please avoid capital letters and sms language.

You do not have to panic and "surrender" anything. Get your pistol endorsed on your license and purchase the pistol. Under Arms Act 1959 as it stands today, you can have any combination of 3 firearms and if you are member of any rifle club recognised by Central government, you can also have fourth firearm( .22lr rifle).

Politely try to find out as to under which section of Arms Act 1959 they are asking all this nonsense of "surrender". Please refer this judgment of Allahabad High Court related to your query http://indiansforguns.com/viewtopic.php ... 89#p113930

Why your license application for additional firearm has to reach the Home Ministry? Is your license application for "All India Validity"?
