Weapons of mass deception hit city
Citizens packing hand-guns every time they step out of home is not a phenomenon traditionally linked with our city. But the increase in episodes of road rage, armed robberies and rape - normally associated with states such as Delhi, UP and Bihar - and the insecurity they breed, has led to a curious problem for the Mumbai police.

Cops are now waking up to the dangers posed by thousands of starters, or exact-replica hand-guns, bought by common residents over the last few months.

These guns, made from metal alloys, are so similar in look, feel, weight and sound to the original that even police officers find it difficult to differentiate between the copy and the real thing.

They are manufactured by reputed gun companies such as Colt, Smith & Wesson, Walter, Rohm, and Mauser. Sold openly as toys in gun shops, these starters cost anything between Rs 65,000 and Rs 1.4 lakh, and do not require any licences.

Real hand-guns, in comparison, cost approximately Rs 5 lakh to Rs 15 lakh, and licences are almost always denied.

"Until three years ago, not many people had heard about replicas. They were only used by the film industry for movie shoots. But now they're selling like hot cakes," said a vendor, who referred to himself as a freelance salesman and asked not to be named. "I get them from an importer and have sold over a hundred to young men, businessmen, and even politicians, over the last six months. The state is not issuing fresh licences for firearms, so these starters have become the obvious replacement."

While these guns, loaded with special bullets and don't fire because the nozzle is blocked, cannot cause bodily harm, they bring a fear factor that can scare away assailants. "I got a starter a year ago for Rs 85,000. I like the idea of carrying one. I know that it won't help in case of a real attack but it makes me feel safe. It also makes me feel important," said a businessman, who owns a Colt's Detective Special starter pistol.

The danger of misuse, however, is enormous, and the police, which until recently encouraging buyers by issuing certificates that starters were toys, is coming to terms with the risks after encountering a crime in which starters were used.

"These replicas are absolute look-alikes and not many can tell the difference. If someone pointed one at me, I would frankly take it for a real gun and perhaps even fire at him in self-defence. When a crime is taking place, people don't look for what damage the bullet it. The sound is enough to cause panic," said Sanjay Shintre, Deputy Commissioner of Police, Zone VII, which cracked an extortion case in which the accused were brandishing starter guns.

The case, registered in Mulund, led to the cops to 12 starter guns that were being used to extort money from a group of businessmen. When the accused were arrested, they handed over a certificate issued by the Police Commissioner's office saying their revolvers were not firearms, and therefore did not need any licences.

DCP Shintre took up the issue with the Commissioner Arup Patnaik, who has now told officers not to issue any such certificates, and has ordered an inquiry into the matter. "While issuing certificates, no care was taken to find out who the buyers were. No background check was conducted. In most cases, the buyers do not really face any threat and buy starters only for misuse," said a senior officer involved in the probe.

While police suspect there may be several thousand such guns in the city, there is no way for them to determine the exact figure because of the lack of a paper trail.

"It has just come to our notice that starters are being misused but we're not really aware as to how many people possess these starters as such," SP Yadav, Joint Commissioner of Police in-charge of administration in the police headquarters, told Mumbai Mirror. "To begin, we have stopped issuing any certificates. Now we're chalking out a strategy to stop the sale of these replicas," he said.

But insiders say there is no perceptible way to ban these guns unless other government agencies, including Customs, get involved. "They're manufactured abroad and imported as toys. There is no way that the police can restrict them," said a senior cop. "We should at least maintain a record of who's buying them, so that they can be traced in cases of misuse."

lovely, these things can happen only here.
Tomorrow we will have paper work for knifes also as they are also used in extortion.

A character certificate should be needed to buy these blank ones.

No Harm :lol: :D

Are not harmless,In Germany there are many dead cases give due because blank firers weapons.

A Closer shot from a 9mm PAK causes severe injuries,Because of the pressure is very strong.

You can also use gas ammunition for the self defense such as CS or OC powerfull teargas and stops every small criminal 100%. :oops:
