fee for cartridges

yesterday i went to a gun house for buying cartridges.the guy there inspected my licence and found that i had already purchased 25 cart of .315 earlier this year and he refused to issue any more.I had to show him that i am permitted to have 100/100 a year.He was convinced after seeing the entry but he asked me whether i had deposited the extra fee with the government in order to have 100/100 cart.i never knew there was a extra fee.I would like seniors to pls comment. more over the nature of ammo has not been mentioned.Does this mean that i can have 100/100 of all three i.e 12 bore, .32 , and .315???????????/
