I am plan to buy this products( Cabela's Laser Boresighter, BSA Laser and Flashlight Combo with Mount ) from cabela's and bring through my friend whom return from USA. There is any restriction to carry with him in customs.

Don't think so. AFAIK none of the items are restricted for import.
