this is what happens when a site gets blocked by ISP.
There is no hard and fast rule as to what is to be shown by ISP when any site is blocked. It can be a blank white page or some particular error message or time out.
BTW I get 403 to random sites sometimes
Rather than jumping to conclusions(thinking ISP or GOI is doing it) based on what other people are saying on some forums, investigate yourself to find out what is causing the error. Mostly this error is generated by IIS.
BTW what happens when you access http://wkchat.com
The web server of this website is sending response HTTP/1.1 302 Object moved redirecting the browser to http://google.com. This is not our ISP or GOI created problem. Rather the web server(Microsoft-IIS/7.5) has been configured to respond in this manner to specific range of IP addresses. If you browse with IP of this website 75.125.240.178 the same web server redirects it to WapKing.

If you are interested to see the http communication between your browser and web server install any http analyzer. I have Firefox and I have installed HttpFox to see the http communication.
I'm on 117.XXX.XXX.XXX IP range. What about you?

THR - Is opening fine from Kolkata , No issue.
Subguns - just use a secure , https , you will be fine
AR15 - Server is not responding back

I think those blocks are region based. BTW https://subguns.com/boards/ Gives me 404 I think the server is misconfiguration I wonder how he added a sub directory on another server who doesn't have SSL certificate installed. Also using SSL enabling access to subguns means that BSNL was actually messing with the traffic. This is why tracert correctly resolves to the IP address of the server.

I think I have investigated a little about internet censorship here. I use Capsa for packet analyzing. BTW why we can can access subguns.com using https if subguns block our IPs? thats confusing.
Anyways I surrender you are right, our government is best. They loves guns in hands of civilians, loves freedom of speech, uncensored internet, and always try to lower the tax.

I swear after 10 years I'll digg this thread out of the digital grave, it will make a good discussion then.

GM...just to help clear the air on this. The admin at THR responded that it was because of heavy spam traffic from our 'vicinity' .... Understandable. If one simply emails the admin, they'll isolate your IP address and you'll have full access for registering and so on. They are very helpful and pleasant.

@thomas I know I can link a bank account but for India only credit card an option now. I'm sure paypal doesn't want to take my money away but RBI is forcing them to do so. I'm wondering how could I call a US number, in fact I cant even make a local call as I lost my SIM card due to another government regulation. I bet RBI knows that only a few users have access to a credit card but they still did it. Talking of my hosting space my provider clearly states that they have no restoration policy in case of nonpayment.
OK, here is how you deal with it..
1) get an FD in a bank, eg, Axis bank.. you are eligible for a credit card for 80% of your principal.
2) create a skype acount, without any money you can call toll free numbers.
3) hosting part, you have to negotiate.. a shot might work, wih luck on your part!!
