I live in uttarakhand, The babus have flushed the information that all india licences are no more done to new licences,
Just you can make it for 3 states,

Is this statement correct.

That citizen cannot apply for all india(new licences)

Wrong things are always done in a slow manner. First they will say you cannot get All India License. Once people get used to it, then they will say you cannot get State License. Once people get used to it, they will say you cannot get District License, you will have to keep gun permanently inside your house.
