Some time back Mark had remarked about restriction on taking out scopes from USA.This lead me to do a bit of poking around.Here is what I found.
A. Rifle scopes designed for hunting or sports are classified under ECCN 0A987 and come under the Department of Commerce.Their export to India is restricted under CC(Crime Control) Column 1 and 3. The list of items controlled are given as under:-
"Items:a. Telescopic sights.b. Holographic sights.c. Reflex or “red dot” sights.d. Reticle sights.e. Other sighting devices that contain optical elements.f. Laser pointing devices designed for use on firearms.g. Lenses, other optical elements and adjustment mechanisms for articles in paragraphs a, b, c, d or e."
For export of all such rifle scopes,including those with a mil-dot reticle,an Export License is required. Any one who exports one without a license or assists in the export of a rifle scope is liable to be fined $10,000 for each such offence.
B.Rifle scopes designed for military use come under the Department of State and also require an export license.Punishment for such a contravention are much more severe as they come in the USML (United States Munitions List)

Is this with reference to commercial quantities or does it include the above items in single pieces as purchased by tourists?

I am busy for the next few days, but the middle of next week I will have some time to follow up on this a little bit and call some optics companies here in the US to get clarification on what if possible a person can bring in their luggage.
