You will have to let the local licensing authorities for the area of your new residence in Punjab know that you are moving there and that you have an All India license issued from UP. Basically you are re-registering the arms and license, which will now be given a new license number, with new address and will involve verification with your old licensing authority and address verification and will involve inspection of your weapons.

Anand

i have also transfer mine licence from u.p to punjab which is all india, the process i faced was like this, first u go to the l.a of punjab and make a application with two residence proof, then they will send a police inquiry at ur new address and a letter of verification of ur issuing authority (u.p)
after they got both the inquiry, they will change ur address and gave u a new arm licence number of punjab, thereafter u go to ur local police and register ur arm and new licence.if u will not run with ur application then it may take about 1 yrs.

Renewing a license and change of residence are two different things. Getting a license renewed from different licensing authority is something which is a normal renewal procedure. But this does not changes your domicile status on your license. Even if you get you license renewed from a different Licensing authority n number of times your parent authority still remains in U P ( which is not the right way incase you have migrated to new address) . Anand is very right in his approach . And do follow his suggested pattern to remain legally valid.

Yes you may get your arms license renewed by different licensing authourity. Answer to your query is provided by Rule 54(2) of Arms Rules 1962:
"(2) The authority issuing a licence shall ordinarily be responsible for watching all future renewals of the licence. Where a licence is renewed by an authority other than the authority who granted it, the former shall forthwith inform the latter of the fact or renewal and the period for which such renewal is valid. The applicant for the renewal of a licence under this rule shall always be required to state his permanent residence, and, if he notifies a change in his permanent residence to the district in which the renewal is sought, the licensing authority of such district shall hence-forward become responsible for watching all future renewals of his licence and shall inform the original issuing authority accordingly. The procedure shall be repeated on each subsequent occasion of renewal of the licence, the necessary intimation being sent by the renewing authority to the original issuing authority or to the authority who last renewed the licence on a permanent change of residence, as the case may be."
