Every one can apply for arms license, it is a citizen's right to obtain arms license. You can fill up the application form in Form III.
One of the Objects of Arms Act 1959 says "(ii) that weapons for self-defence are available for all citizens under license unless their antecedents or propensities do not entitled them for the privilege;"
There have been numerous rulings by Hon'ble High Courts confirming obtaining arms license is a citizen's right:

Apply in Form III and submit it to the Licensing Authority having jurisdiction over the place of your residence. Usually it is the District Magistrate.where can i apply,?
Photograph, proof of identity and residence.what attachment attach to the application,?
Everyone except those involved in heinous crimes.who is eligible,?

Please do not use SMS language, it becomes very difficult to read and understand. You do not need to attach copy of Income Tax returns. I have already mentioned that obtaining arms license is a citizen's right. Every citizen can apply, every citizen does not have to be an income tax payee. Even arms act is very clear on this aspect. Please refer Section 14(2) of Arms Act 1959, it says:
"The licensing authority shall not refuse to grant any licence to any person merely on the ground that such person does not own or possess sufficient property." (Reference http://www.abhijeetsingh.com/arms/india ... r_3_4.html)
Property can be of two types immovable property like land, house ownership etc. and movable property like cash, jewelery ownership etc. By asking for Income Tax returns, it amounts to asking about movable property i.e. cash. Income Tax returns are confidential matter between you and Income Tax department, no other government department has any right to poke it's nose into these matters. Arms licenses are issued for self defense which is a fundamental right of every citizen regardless of his income. Moreover I have tried to explain in detail that Right to Keep and Bear Arms is a Fundamental Right guaranteed by our Constitution at http://indiansforguns.com/viewtopic.php ... 15#p117785
Who is the Licensing Authority? It varies from State to State. Yes you can apply at Collector's office if he is appointed as licensing authority. Please visit the office of your District Magistrate/Collector or whatever he is called at your place and find out who's office is the office of Licensing Authority. In some States District Magistrate is called Collector etc. In metro cities the Licensing Authority is usually Deputy Commissioner of Police(Licensing)
