Every additional piece of paper added to the already large quantity of "paperwork" required to issue a new license or for that matter renew a license, is it really stopping any crime at all?? The question that arises is that if a person is physically handicapped( say confined to a wheelchair) or is of the weaker gender or is of a smaller size than the avarage person, do they automatically not get a "Fit" medical certificate?? Are'nt these the most vulnerable to crime??
The agenda seems simple:- make the process of applying for a license/renewal as painful,unpleasant and cumbersome and "time wasting" as possible, and include useless criteria that will further reduce applicants.
Under normal license issuing conditions, most applicants have to go through an interview by the SHO or an Sub-Inspector who will visit the applicant's residence, plus licenses are seldom issued without recommendation of a Politician or IAS/IPS officer, so the question of an insane person being issued a license is near impossible.
How are any of these new requirements curbing or preventing crime in anyway. Identity proof,Address proof, proof of sound mind(this actually requires psychological testing but is not fool proof,not some medical certificate), Proof of threat, Proof of Participation in Competitions, Proof of Travel to other states on a regular basis,where does the list end???
The Policy cannot be in direct or indirect contravention of either the Law or the spirit of the Law. The deliberate attempt to add burdensome requirements to licensing is not helping the crime situation!!
Some important questions that need answers:
1.How are Terrorists getting their firearms??
2.How are Criminal gangs getting their firearms??
3.How many licensed firearms are being used for illegal activities, by current licensees??
4.How many Stolen firearms,from licensees are being used in Crimes??
5.How many stolen firearms from the Police are being used in Crimes??
5. What is being done to curb any of the above??
6.How is putting more restrictions on already law abiding licensees help matters??(Is it not like reducing
the number of guns in the hands of the good guys?):shock:
7.Why is the government distrustful of those very people that elected it into office??

hi Anand , how long can we keep on weeping about being molested like this .Let us fight it collectively and in one voice. please ask your friends to come out with their bitter experiences and suggestions ,so that we can help ourselves and the future licensees

Veeveeaar, Sorry about my ranting! I try and do what I can, but I know its not enough.
I keep trying to explain the current situation and even current Arms licensees seem to be of the opinion that they will not be affected . Only after showing them the proposed changes to policy are they paying more attention and have agreed to take up membership in NAGRI. I volunteer to propose or second membership to NRAI, just to encourage interest in shooting sports,even there the response has been luke warm at best.
I encourage cousins and friends from both my side and that of my wife, and have either taken them to the range or to a friend's farm house to teach them to shoot, a matter of habit from the US where all my friends cousins and relatives who visited me while I lived there would be taken to the gun range atleast once. Most here have enjoyed it but are discouraged from applying for a license by the paperwork and the hassles. Some have said " if we feel like target shooting we will use your guns "
The big trouble is that most of the current licensees are either "bigshots" or "have connections" and don't feel they will be affected.

Well, that was good idea to have medical certificate for the police during their renewal for us to know that they are physically fit. For them serve the community with health body and no medical problem. It is also hard for the police if they have medical problem during their service.

What about a person on a wheelchair and wears glasses with a power of say -4D.

India is one of the fewer countries in the world where one can have arms including handguns for self defence. Doesnt a physically handicapped person need to defend his life?

The medical certificate is required for renewal of civilian arms licences and not for the police. The police have made it mandatory.

Exactly as Anand said, educating fellow licence holders has become a Herculean task now.
