Would Glock 22 .40 caliber handgun be legal to import to India under TR as this gun can also be converted in to 9 MM handgun?

The ability to convert from one caliber to another does not make it a PB or not, simply the fact that whether it can in fact chamber and fire PB ammunition. For example: theoretically any semi auto pistol can be converted from one caliber to another by changing the barrel/slide assembly and magazine, the common ones you would see are .22 conversion kits for Colt 1911s usually chambered in .45(a PB) and Glock, Beretta or Browning Hi Powers in 9mm(also a PB).

The point is so long as the PB parts are not brought in you should be okay.
