rifle club is so costly in chennai about 2-3 lac for membership alone , not so easy for common people its meant only for A*s*s Shooters.
i have my private range for my practice 30-100 yards with my airrifles.

I have heard that in city of Ghaziabad, some people practice by firing in their backyards where they have a high wall acting as a back stop. They place a couple of sandbags to "absorb" the bullets so that they do not bounce back by hitting the wall or damage the wall. I do not think this is violating any law, except causing some sound pollution. If you have good relations with your neighbors they will not mind the occasional sound of gunfire.

HAHA In city of Ghaziabad and Noida, you can pretty much practice everywhere. I even heard people shoot live targets! HAHA.
