Clarification required for re location

I have two licenses - one for a shotgun and another one for an NPB pistol / revolver . The licenses were issued from Ghaziabad . After huge hassles , I have got my state license cleared for the pistol - but SDM refused to convert the shotgun license to state noting that " there is no felt need ". while process is on to have him change his mind , I ned a quick clarification on the following :

1) In oct , I shifted to Noida from Ghzabad - which is a different district in Uttar Pradesh .
2) Before shifting - I took a small apartment on rent at ghaziabad from a friend . an agreement was made on stamp paper . The gun , till date is in that apartment, locked a suitcase - while the officials are pondering over whether or not to give me a state license
3) My question is - what are the fomalities involved here on ? Can I simply carry that gun into my Noida house by intimating the Noida authorities or do I have to get any travel permit from Ghazbd / or apply for a fresh license in Noida ? if they finally refuse the state license - what do i do ? there is no point keeping the gun in a gun shop or that apartment because my primary concern of protection remains.
4) From the point of view of law , if I have a license for a district , can a state license be refused ?
5) If I have a district license , is it an offence to carry your weapon into another district in the same state ?

Looking for som help from the lawyer / law savvy friends here .

The Area of Validity of your license is limited to district, then you cannot take it outside the district unless a travel permit is granted or Area Validity is extended. As for refusal, our Babus can do anything.

The arms license is issued not because someone has a "felt need", "threat" etc. It is the right of citizens to obtain arms license. You have very good grounds to seek area validity of shotgun license increased to state level, since it has already been done for your pistol. Now the LA cannot say that the person is eligible for area validity increase for pistol only but if done for shotgun under same Arms Act 1959, the same person will become a blood thirsty criminal. The burden to justify any kind of refusal under Arms Act 1959 lies on State(to understand you may read http://indiansforguns.com/viewtopic.php ... 15#p117785)

You cannot simply carry the gun to Noida, if your license does not cover Gautam Budh Nagar Distirict. You can get a travel permit from Ghaziabad LA. You can get your LA changed to Noida LA by following whatever formalities are required by Ghaziabad & Noida LA for this purpose. You do not have to apply for any fresh license in Noida since the matter can be solved either by extending area validity of existing license or changing the LA.
4) From the point of view of law , if I have a license for a district , can a state license be refused ?
Strictly speaking as per Arms Act 1959, it should not be refused. It is not for the applicant to justify the exercise of his rights. The burden to justify any kind of refusal under Arms Act 1959 lies on State(to understand you may read http://indiansforguns.com/viewtopic.php ... 15#p117785). But babus can do anything to cause hardships, to the extent of compelling people to approach High Court for relief.

Hi Joydeep get your DBBL Gun Licence registered in Noida,the validty of your DBBL Licence will automatically become that of Noida (and then try if the Noida Guys convert you A.L into State),that is if you plan to stay in Noida,if planning to go back,then deposit your gun in an ARMS Dealership for Safe Custody till the authorities decide,if something happens to your gun,boss, you are gonna be in a lot of trouble.RGDS

Got that state license for the Shotty . At the same time the DM in an expansive mood approved 4 state validity for the pistol and the shotty and has sent the papers to LKO admin for their approval .
