So far the only news item covering Rao Inderjit Singh's speech seems to be this one in the Hindu -

Not taking any hint from Opposition members that the issues he was raising had little to do with the speech of the President, Mr. Rao then commented on Home Minister P. Chidambaram.
“He is doing a better job now than even as Finance Minister,” Mr. Rao said stressing the proposal to regulate licensing to curb the rise in illegal arms across the country, what with, he claimed, just two per cent of the 40 million weapons possessed by people being legal.
That was yet another occasion for the Opposition, thumping the tables, to pull the member's leg with the remark he was speaking the truth about his own party leaders and members.

you are making a start right here, becoming active and speaking out for those who want guns "for all lawful purposes" to quote the reason on my old non resident massachusetts pistol permit as issued by the state police when i took a job in that state that required me to be armed. organise, speak out and make your voices heard in new delhi. you do not come as beggars, you are the citizens. the babus and office wallahs work for you, they are your servants, not your masters, and they must be continually reminded of that. be courteous but firm, yielding nothing in demanding your rights. as mao tse tung said "a journey of a thousand miles begins with a single step" and you have put your feet upon the road.

the reporter seems to understand that legal gun owners and their guns are seldom a problem, and that illegal gun "owners" do not trouble to obey laws or respond to offical orders to bring in guns.

its a start,at least someone in Parliament raised the issue.Just imagine in Assam licence gun holders are allowed only 4 carts per month!!

i don't know if there are any statistics, but many indians legally living in america are small business owners who may face the threat of robbery. as legal registered aliens, or naturalized citizens, they would be eligible for pistol permits, at least in "shall issue" states. i wonder how many have actually applied for and gotten a permit to carry a pistol? a legal registered alien has many of the rights of a citizen though he is not one, a naturalized citizen has all the rights of a citizen, just as if he was born here, including the "right to keep and bear arms".
