Hi, Jayakumar, I have similar experiences .
The SP or COLLECTOR or DRO/ RDO and down upto the thashildar , do not have a real knowledge or interpretation of the arms act and rules and also the circulars and latest notifications of the COMMISIONER OF REVENUE ADMINISTRATION , who is the actual licensing authority . Further they think that every arms license holder is a criminal or a big shot who has all the MONEY AND TIME and does not have any other work except this. Rifle club members are lookupon as the same RICH AND NO OTHER WORK GUYS , who have come to show off their might.
The police inspector / sub inspector / DSP , will always look at you on a sarcstic note and tell you firstly that it is not possible to RECOMEND your case , and expect you to beg like a criminal ,caught redhanded and plead at their feet, and tell you that that will SEE INTO TH E MATTER and do it. All these people except the sub inspector have no legal role in sending the report about you. What the sub inspector / station house officer ONLY has to do is search fo any criminal records on you and convey it to the lisensing authority, through the SP AND DM who in your case are only subordinate to the COMMISIONER OF REVENUE ADMINISTRATION .
The head clerk ( thashildar rank) and the arms clerk, at yhe DM office will invent and do research on how all to raise irelavant queries and put it in writing for e.g. i) have you been pesonally invited for competition by NRAI or anybody ? ii) have you won any awards / medals ? so that you are eligible to compete inall india matches iv) and many .
I suggest that you PM me all your paper copies , i can suggest you a legal and sure way out. Please join NAGRI and also send your greviences to them and be an active IFGian
