Police in India are investigating claims that a Dalit woman has been ordered to pay compensation to the high-caste owners of a dog she fed.

The woman says the village council wants her to pay a fine of 15,000 rupees ($330) for feeding the dog, which the owners have now kicked out.

They are reported to have said the dog is "untouchable", but deny being motivated by caste considerations.

Although widespread, discrimination against Dalits is an offence in India.

Dalits, who make up nearly 20% of the Indian population, say little has changed despite the government enacting various laws banning caste-based discrimination.

'He got very angry'

The incident took place in Malikpur village in Morena district in central Madhya Pradesh state.

"I made some roti [Indian bread] and took it to my husband who works in a farm. After I had fed him, we had some leftovers which I gave to the dog," the Dalit woman, Sunita Jatav, said.

She said the owner of the dog, Amrutlal Kirari, saw her feeding him.

"He got very angry and said 'You've fed my dog, it has become an untouchable now'."

Mrs Jatav said Mr Kirari left the dog, a black mongrel called Sheru, tied to a pole outside her house.

On Monday, the village council met and decided that Sheru had been defiled and hence Mr Kirari should be paid 15,000 rupees as compensation, Mrs Jatav alleged.

On Tuesday, she approached the district collector of Morena who ordered an inquiry into the incident.

Senior police officer in the area, Baldev Singh, told the BBC that he was investigating the matter.

He said Mr Kirari had alleged that after eating the bread, Sheru fell ill.

Mr Kirari said he abandoned the dog at Mrs Jatav's house so she could look after it and nurse it back to health, Mr Singh added.

Dalits - formerly untouchables - are considered at the bottom of the Hindu caste system.

Any discrimination against them is an offence and punishable by law.

The question is what do we do to stop it ?? do we humiliate people publicly who indulge in such behaviour ???
Just as an example , yesterday , in the organisation i work for , an officer who was hauled up for insubordination and procrastination by his boss, told his boss - who is a yadav incidentally - in front of the full office - " in Mayawati"s regime , we shoot yadav's at sight ".
I sacked him on the spot with a message that his limbs shall be broken if he set foot anywhere near the office again . He was a permanent employee with an excellent service record otherwise .

Amongst the most backward places in India even today.
Ridiculous , but I would'nt be surprised if it is true.

Incidentally my late father spend quite a bit of his career in these areas Shivpuri, Bina, Dholpur and his last field posting was there too. He was there during the legendary dacoits met few but demarcation on caste lines is very prevalent in the villages and country no matter where you are. Unfortunately looks like not much has changed in that area at all...

Every male wants a gun, no exception. Must be having the highest ave of gun ownership in India. Standard of living is pathetic in some areas. Something like this does not surprise me

Absolutely. Most guys won't have a decent shirt on their backs , but will surprisingly have a rather decent Gun on their shoulder.
The other reason is the lack of law enforcement. The terrain also makes matters worse. A posting in this area for a civil servant / police officer is considered a "punishment posting".

Prashant yup its a punishment posting I know it first hand LOL. But these dacoits also used to give cut to local thakurs and even the Rajas from by gone days - see the movie Heat and Dust with Shashi Kapoor and Phulan Devi movie was eye opener for many of us - knew a chap who stormed out of cinema in US yelling it was all BS being shown and made up by media.
My Uncles unit had a soldier from thereabouts who was tough knucklehead and upon being dressed down his response was he will become a Bhagi..His whole family came down to talk sense. A famous IA officer retd as Lt Gen Arty was commanding the unit..Agree with the gun culture too wasnt there a news about govt offering gun licenses for vasectomy in that area. Same situation about guns exists in Punjab border districts folks will own a gun no matter what and right after certain period the same gun is in police custody minus few bullets used for settling family vendetta. Some things never change ...

Maybe more than Jaipur which must be 5 times bigger if not more. Ditto for Bhind.

The 'baaghi' system (NOT 'dakait', mind you) used to be very prevalent.

Have some relatives in the Chambal belt of UP. The life there is amazing and every family has true stories which can be the basis of films.

The gangs are based on the caste system.

In olden days there used to be 'Dakas' thich were different from 'chori'.

The Baaghi's would give a warning and a date and time for the daaka whereas the chors would so it on the sly; hence the term 'chori-chhupey'.

The 'khandani dushmani' or blood feuds are still on.

On of my friends whos a doctor used to tell us about it and most friends from metros like delhi wouldnt believe him till the day father was shot in broad daylight.

Its still like the wild west there; or used to be till 7-8 yrs ago.

I shall share some more stories about the chambal belt later in the forum.
