i am going to use the rti application on this page and am going to file a RTI insha allah., i am giving the buggers 1 weak to get my application cleared, and if they dont, then i go for the RTI..couple of questions regarding this process..
1-my licencing authority is the DISTRICT COLLECTOR,but my files are pending before the local police nd local tahsildars office..where should i file the RTI?
2-as my application is pending for 4 months now,can i ask for reasons regarding the delay?
3-can i ask for info regarding how many licences were issued during the last year in my town, and who the investigating officers were?
4-will i get any confirmation or file number after i file the RTI?
5-do i need to mention in rti that my file is pending in local police,n mro office?
please help,,

1-my licencing authority is the DISTRICT COLLECTOR,but my files are pending before the local police nd local tahsildars office..where should i file the RTI?
You have submitted your application to licensing authority, your license will be issued by licensing authority. Hence your point of contact is the licensing authority, it is the internal matter of licensing authority were it is sending the file around. Hence application will be submitted to the PIO in office of licensing authority.
2-as my application is pending for 4 months now,can i ask for reasons regarding the delay?
Of course you can ask.
3-can i ask for info regarding how many licences were issued during the last year in my town, and who the investigating officers were?
Even if no arms license was issued or 10,000 were issued, the information is of no help for you. If you are eligible for license as per Arms Act, you should get it else you will not get it. Who the investigating officer is also not going to serve any useful purpose. Your main problem is knowing what is happening with your application and extract information that will let you know about delay. Instead you can ask the minimum time taken to issue of license for any applicant during that time period(without referring anybody's name, etc. for the reason to avoid giving PIO a excuse to deny information)
4-will i get any confirmation or file number after i file the RTI?
Contact the id m24 or amit888_2000 as they have done RTIs. Every government department is supposed to give an acknowledgemt receipt of application or stamp and sign on photocopy of same.
5-do i need to mention in rti that my file is pending in local police,n mro office?
No need. Let licensing authority find out were the file is, what is happening with file and give written answer to you. Keep RTI very simple and straightforward. The more complicated you will make, more excuses to deny and delay information.

No issues, you are welcome. I have also attached one RTI guide along with other two attachments in my first post of this thread, so that those not familiar with RTI may understand it.
