I mean we don't need to have a huge infrastructure or super plan before hand that some great initiative is needed. We could just start the club via meetings and with sufficient numbers in, we can discuss anything and everything there.
I don't think a lot of money/time or other resources are required for that start.
Without the start on ground zero, we can never expect some person to just come forward with lots of money/land and problem solved.
With more numbers joining hands practically, on a regular basis, we can always bring the small contributions together to make things like this happen.
