Concealed carry licenses are mandated to be issued upon request by law-abiding citizens in 40 states. In many states(including mine), you don't need a permit just to have a gun in your car. In 8 other states, it is up to the state government to issue permits (you need a specific reason, usually). It is banned in only two states (both of which have high crime levels).
On the other hand, all the cops carry guns.
Examples of homicidal nutcases being taken down by legally-armed citizens are legion. Bad things can happen, but better to have guns in the hands of good citizens than not to have them. It would at least greatly limit the damage and has frequently done so.
